For others who arrived here, and still aren't sure why the chart is full screen, remember to change 'containerId' => 'content', to another ID, or the chart will occupy the whole content area.

If you want a chart to appear in a block, set the block content to be an empty div with the ID you'll use to apply to chart to it. Then use draw_chart() to have the chart fill the div.

@kolafson, you really make my day. I was spending almost 2 days to find the solution for the wipe content and, some lines fix the problem.
