Full HTML not saving on Edit Location->Info Window form

If I try to change the Text Format from "Filtered HTML" to "Full HTML" on the Edit Location -> Info Window panel and then save the form, the old default value of "Filtered HTML" returns when I go back to edit the form. I don't think this is a permissions issue with the Text Formats but I could be wrong.

Just thought I'd toss this one out there.
