Remove git hooks on uninstall [#3487114]

Problem/Motivation

Remove the git hooks when uninstalling. For now if you want to uninstall the hooks after uninstalling the module just go to .git/hooks and delete the commit-msg and pre-commit files.

Proposed resolution

Add an uninstall hook.
