Cannot use unlicensed mapquest endpoint

Problem/Motivation

When trying to add or edit a Mapquest provider, the "Licensed" checkbox is required so we cannot leave it unchecked.

Proposed resolution

Add nullable: true in the licensed argument schema so the checkbox is not required anymore.
