Under:
Freelinking settings > Nodetitle Plugin Settings > If a suitable content is not found
and beneath the dop down box there is the explanation and note:

What should freelinking do when the page is not found?
Note: Enable Freelinking Create for Content Creation option.

(nb Emphasis from setting display)

However I can find no reference to "Freelinking Create" anywhere.

IMO the Note should either be deleted or changed as appropriate to refer to something that can be implemented.
