Freelinking does not show up in configuration panel

After installing and enabling the Freelinking module, Freelinking settings did not appear under Configuration. (However, I can access them from the Configuration control next to the module name under Modules, and I've added it as a default shortcut, so it is not a big problem.)

I am using the default administrator interface (the one that is part of Drupal 7.12 core).
