dwwSorry for the scope creep. I didn't think of this when I first wrote #2969352.
Also, #2969352 introduced some new translation strings, and this will, too. Not sure if all this should be happening in an 8.x-3.x branch, or if we want to say the next official release includes some new features and the translations are now incomplete?
If so, do we want to revisit #2969337: 'Allowed HTML tags' should only appear if both 'Personal message' and 'Allow HTML in personal messages' settings agree yet again? ;)
