I can find a number of issues all relating to allowing the email subject to be editable, and as far as I can tell, this was implemented. However looking over the configuration page for this module I'm unable to find such a setting. Has this feature been implemented in 7.x branch?

There's a field on the admin page called "Forward Message Subject" that should do this. Is that not working?

The admin page can change the default value. To allow editing of the actual subject on the Forward form, you would have to use a hook_form_alter to change that field from displaying markup to a text entry field.
