Date pop-up calendar does not work for fields in form block [#515348]

The jquery date pop-up calendar which is used for date fields does not display when using a form block for any user except user 1 (admin), this is very odd as there are no permissions related to this so that's not the problem. A dropdown box is displayed instead of the pop-up calendar, which lists several random dates for some reason.

I've posted this both in Form Block and Date issue queues as I'm not sure which is the problem.

I should add that this intermittantly doesnt work for admin either, theres something strange going on as if I'm logged in as admin and click into the date field text box the first time, a simple drop down box appears with some dates, if I click a few more times the jQuery pop-up eventually appears, sometimes the drop down box is still visible behind it, sometimes not.

Logged in as any other role and just the simple drop down box appears, the jQuery pop-up doesnt appear no matter how many times I click in the box.

I've tested over and over on different machines and different browsers and this strange behavior persists.

I should also mention that this is restricted to Form Blocks, everything works fine if the input form isn't in a block.

I'm noticing this on my end as well. I also notice when i upload an image on my cck form and click on "upload" drupal takes it as a submission and not an upload. If i do this same form outside the Form Block then it works perfectly :-( Any solution?
