Inserting a page break component causes every component below it to disappear, much like you would expect to see happen when viewing the form. This of course makes editing those components below impossible. Unless I'm missing a previous/next page button.
Although thinking about it, I think it would make the UI cleaner if it kept doing this (hiding things below the page break), and you added previous/next buttons to navigate between the pages. Or make this a toggle-able setting. Everything on one page, or split it up at the page breaks. Might make editing large multiple page forms easier.

ryan.armstrong commentedAdding more information, it doesn't look like the page break is just causing the components after it not to show, it looks like it is actually deleting them as well.

quicksketchI'm not seeing this behavior on the latest dev of Form Builder and Webform. Note that currently you MUST use 7.x-1.x dev of Form Builder with 7.x-3.x dev of Webform due to #1507728: Clean up pagebreak code, fixing notices and nested pagebreaks, which affected both projects.

quicksketchSounds like updating likely solved the problem. We've got new stable releases of both Webform and Form Builder at this point, so using the latest stables of both seems to have solved this problem.
