Fallback for javascript toggle

When the page has not been flagged before by flag_page the javascript toggle link type doesn't work.
It flags the content, but the flag link doesn't change to flagged.

So I suggest falling back to normal link type in the case that the page has not been flagged by flag_page before.

This might confuse the users though, since the flag will react differently some times.
