I have a flagged node which references many other nodes / that other nodes reference (Either/both way).

Is it possible to build a view of those referenced nodes that are flagged?

Unless I misunderstand what you are asking for, you can do this by adding the node reference field as an extra relationship to your flag view. You should then be able to use this relationship as an option for the node display options.
