theme_flag_admin_page() links to Rules' project page. I've just created an overview page for Rules in our handbook so maybe we should link to it instead.

Add "* Rules integration" under "Features" (on Flag's project page). Make it a link to that overview page. I've just tried to do that but Drupal.org gives me some error.
