Limit Flags based on field value of other nodes (views)

I have a view that allows users to flag nodes directly through the view, I'd like to limit it so that can only flag one item per category at a time.

For example:

VIEW

Category 1
Node A Node B
[X] . [} {flag}

Category 2
Node C Node D
[] [X}} {flag}

but NOT

Category 1
Node A Node B
[X] . [X}} {flag}

Category 2
Node C Node D
[X] [X}} {flag}
