can u add a section under the node and above the comments that allows the site editor to make a special comment and ratings etc?

No, you can't do that.

There are other modules that can do that. Have you tried 'fivestar'?

I've just seen a similar quesion in the forum. The forums, and maybe groups.drupal.org, are a better place for researching this.

I'm marking this 'wontfix', because I don't think it's the purpose of this module to do ratings and annotations. These are endless pursuits in themselves.
