Same issue as #479390: Show view of users that have not flagged a specific node but for the D7 version.

My use case: I have a content type called policy and am using the Flag module to enable employees to agree to the created policies. Problem is that I need to be able to see which users have not agreed to which policies.

I tried http://drupal.org/node/326308 (both the user- and node-type views), but changed the relationships to uncheck include only flagged content or flagging users, but no luck.

Hope this is possible! If not, I think it should be a feature request. There are several other modules that could be used for functionality like this, but none that are ready for D7, and Flag is a very simple, elegant solution for this.

Any help would be greatly appreciated!

Please don't post a new issue for the same thing but on a different version -- the one issue should be used for both.
