If I write 4M in the file size restrictions form settings when uploading the file drupal gives this error message:

The selected file P1040701.jpg could not be uploaded. The file is 1.75 MB exceeding the maximum file size of 4M bytes.

It seems like the abbreviations for Megabytes and Kilobytes don't work.

I think this feature is provided by filefield, and imagefield just piggybacks on top.
Try updating to the latest version of fielfield, and see whether it persists.

yeah filefield issue. there's already one in the queue though: #292002: Calculating Filesize limitation incorrectly
