If an upload file field is created for a content type and the "Required" box is checked off, the user can still save/preview content (of that content type) without uploading a file to the field. (i.e. required file fields aren't actually required.)

In other news, thanks for the fix regarding only user 1 being able to upload!

Thanks for the report, now fixed in HEAD. Furthermore, this brought me to recognizing a more fundamental problem (no, I won't care to explain) which is now fixed as well. Yay.
