i have updated our windows server 2003 (same issue on WinXP) XAMPP with:
apache: 2.2.11
php: 5.2.9

after that on every drupal site request the apache was restarting, so site dont come up.
i disabled all drupal modules and activate one by one.

so the error come up by activate filebrowser module with performance (Optimize CSS files). So i open up filebrowser.css and removed the comments line at the beginning and all was running fine.

i think the special chars after "Copyright 2009, ..." are the problem.

There is no specific CSS any more in last dev version, so I think we can close this one.
