Schedule import not before a fixed date.

I would need to schedule my feeds imports not before a fixed date. For instance, I want to configure a feed to "not schedule the import of before each sunday at 1pm".

Here is a patch implementing the feature using strtotime to resolve the fixed date (pretty flexible) and a quick done test case.
