Rather than maintain a plugin system it seems reasonable to use ctool's plugins instead. This will provide additional features such as the ctools plugin caching system and mean less code in FeedAPI Extensible Parser.

The ctools plugin system is also well documented and many developers are already accustomed with it, which will take some pressure of this project to provide similar guidelines for creating a wheel.
