Is anyone aware of a public repository/list of pre-made Features that can be downloaded? Or are features-based projects on drupal.org tagged in such a way that they can be searched (eg: #D6FEATURE)?

Seems that such a thing would be very useful.

How about:

One option is to use project's pages to post features. We could adopt naming convention such as: feature_[blabla] for all feature's projects.

Negative sides of this approach:

- harder to search
- even if they're conceptually project-likes there's slightly different in use and completely different in "development"

Positive sides of this approach:

- no need to create additional content type
- fast start to posting features
- no need to rebuild issues queue, forum etc. just to add features handling

It looks like that initially good option would be to reuse existing project's pages and later extend drupal.org features to enable features if adoption of them matures.

There is http://community.featureservers.org/ available for use if you are interested. If there is enough momentum behind a features repo on drupal.org that is separate from modules (which I think it should be), I think opening an issue for the infrastructure team would be appropriate.
