Text format feature remains in overridden state no matter what.

Problem/Motivation

I created a feature with only one text format in it. The code in the exported feature shows everything I expect. The correct filters are enabled, the HTML Purifier settings are there, etc.

The problem occurs when I try to apply the feature on my dev site. The feature enables successfully, but it does not apply any of the setting changes it is supposed to. The HTML Purifier settings are not applied, the filters I disabled stay enabled, etc.

Thus, the feature is always in Overridden state.

The format does already exist on my dev site. When I applied the feature in a test instance that didn't have anything in it, the feature worked fine. So I think the problem has something to do with the pre-existing text format. Both are named the same.

Do I have to delete the the non-feature text format first? I thought features was supposed to just override it when I told it to revert the components.
