Adds fe_block settings Feature name to Block UI for easier tracking of block settings stored in Features
*Also gives notice to blocks that are not 'featurized'
General Use:
- For Users with 'administer feature' permission will see Overview on Block UI & Block configures.
- goto /admin/structure/block for overview.
- Configure (each block) also shows Feature package information.
- Create or add FE Block settings through Features UI, as you normally would. /admin/structure/features
- General config fieldset added to admin/structure/features/settings
