Would it be possible to force an input filter? I know 'Mass Contact' supports the setting of an explicit input filter, however, appears with 'FAQ' the user is allowed to chose the input filter from those he/she has access to use.

To be clear, I have set an input format at http://www.nnjc.org/admin/settings/faq. However, this simply makes it the default with the user still able to select a different filter. Under permissions for Input Filter, the user is not flagged as an admin of the module.

This isn't under the scope of the FAQ module. There's probably another contrib module that will help you achieve this.

As for the setting at admin/settings/faq, that just sets the input filter for the FAQ description textarea just above it, and not the default for faq nodes.
