faq_update_2: Table faq_questions already exists

I attempted to run database updates after updating the faq module from 7.x-1.0-beta2 to 7.x-1.1.

2 - Create 'faq_questions' table in order to upgrade from older installations.

Update #2 failed because the faq_questions table was already present. Functions that create a table should check for the existence of the table first.
