Sorry for not submitting this as a patch, but this should be easy enough to follow. If you remove: 'type' => MENU_LOCAL_TASK, from the fail2ban_menu function Fail2Ban will correctly show up under Configuration -> People.

Fixed in -dev. Also added the link in the .info file, so it now shows up on the module page.
