The exif_8.x-2.x-dev_module works as designed: the module generates the Photography media type (as well as the Photography content type, as it appears in the 8.x-1.2 stable release) which correctly extracts Exif metadata.
Problem/motivation
In short, this is the Drupal 8 version of Write and Edit EXIF/IPTC feature request of the 9th April 2010.
Let us recap the situation for D8: the global settings UI located at /admin/config/media/exif allows to write empty image data with the Photographs metadata vocabulary; this feature is also available in the stable release. Now, the idea is to allow site administrators to write any empty Exif metadata and/or override any existing Exif value.
Proposed resolution
None for the moment.
Ready for testing
Any proposed solution will be tested asap.

The "write empty image data" option is never used anywhere in the code from what I could see. It is read and written from/in the settings only from
src/Controller/ExifSettingsForm.phpfile.In the HTML code of the add media form you can see all form fields for each exif data and they are of type="hidden". There is a possibility to make them visible by editing
src/Plugin/Field/FieldWidget/ExifHiddenWidget.phpand/orsrc/Plugin/Field/FieldWidget/ExifReadonlyWidget.phpor creating another widget but my understanding of how this all works isn't good enough at the time.And then, some sort of hook / event / ajax should be used to trigger the extraction of the exif data and completion of the form fields right after image is uploaded letting a chance for the user to complete/edit the fields before the form is submited.
