Remove from custom packages group

On the module administration page, modules are grouped by package, which is defined, optionally, in the module's .info.yml file.
Currently, EU Cookie Compliance is listed under the "custom" group, which is generally used for custom modules. According to these Drupal guidelines, it appears "User interface" should be a more accurate choice.
