Whatever setting you change in admin, the changes only apply after you clear cache. This is very confusing/annoying.

I think I need more information about your setup to work on this issue. I tried enabling all caching options in Drupal (CSS, JS and maximum page cache age) and I still see every single change I make in the admin form reflected in the front end. I'm closing this since I can't reproduce, but feel free to reopen and add more details.
