On the toolbar submodule, if no name is defined do nothing as with the core module (as opposed to default colors)

I'd expect that with the module enabled and nothing configured the module would not alter the site in any way.

That's the case with the core module but not with the toolbar module as even without a name, the colors are set to black/white by default.

This bothers me slightly because it also affects the hover. I prefer it to have a way for the module not to do anything and name is used in the core module for that driver.
