I am using the entity reference field to reference some terms.

the widget is set to Autocomplete(Tags Style) but it won't accept a new term, it keeps flagging the field on submit stating:

There are no entities matching "test" - i entered "test" in the field

User has permissions to create and edit terms.

not sure if others are having the same issue?

I don't think Entity reference is made to handle creating new items. This doesn't sound like a bug to me. Maybe you should use a "Term Reference" field, that will handle creating new terms.
