When we set minimum items for a queue, this setting doesn't allow user to add item to a queue.
Validation returns "The minimum number of items in this queue is @min_size" message.

Good catch. I'm attaching a patch that also removes validation when you click the Remove button. So that this validation is put off until you save the queue.
