Problem/Motivation

Unable to reference unpublished taxonomy term entities without the bypass access checks permission. Patches at https://www.drupal.org/project/drupal/issues/2845144 focus on nodes, or at least obscure enough that I couldn't work around this issue with the latest contributions there alone.

Proposed resolution

Patch to provide a reference seleciton plugin for taxonomy terms here as an interim solution.
