Problem/Motivation

As there's already a upgrade path to ckeditor5 in previous release tag, I would suggest to remove legacy ckeditor in favour of D11.

Proposed resolution

Replace ckeditor with ckeditor5 in the test cases and business logic.
Remove ckeditor and it's residue from the codebase

Remaining tasks

Once all above tasks done, check the basic functionality on the UI.
