Can't hyperlink embedded images

When embedding an image, trying to link it to something seems to not work with any of the typical WYSIWYG methods. This includes clicking the embedded image and then using the "link" CKEditor button.

Also, this is confusing UX and conflicts with the "Link image to" option in the modal popup. That dropdown only allows you to link to the original file and nothing else.
