Make EBP entities exportable, allow plugins to refuse being used

Some plugins may depend on conditions unknown at the time of writing, like module dependencies on a specific plugin among several defined by a given module, meaning the dependency can not be added to the whole module if only one of the plugins uses it and it is not always used.
