As of today (June 27th, 2014), all calls to the Flickr API must be done over SSL. The 6.x-2.x branch of this requires the Media: Flickr module, which has been patched.

So that this issue is easy to find in Google, the watchdog entry is: Could not connect to flickr, HTTP error 403
sillygwailo's patch resolves the issue. Such a simple patch, confident changing status to Reviewed and tested.
