When a "Long text" field is made editable, all five text format guidelines are displayed, one after the other, beneath the text format select list. It would be ideal only the guideline relevant to the chosen format were shown, instead.

This is standard for formatted text fields. I am not sure what module you are using to make it editable in a View display.

This is not a bug but how the Field module handles it. There are ways you could change it though.
