I tried setting up a new product type ... but it would not show up on Webform.

I went to the Webform content type and set it for "Optional" to be a product, and I checked the box for the new product type. Still, the new product type would not show up as an option if I tried to create a new Webform.

I checked the setttings for the new product type; Webform is checked under "Content type."

Any suggestions?

Would you mind explaining the reasoning behind using webform as a product?

I followed your steps:
1) admin/content/node-type/webform
2) Set Node is always a product: to Optional
3) Selected a product type
4) Clicked Save content type
5) node/add/webform
6) Scrolled down to Product [the fieldset is collapsed, maybe easy to miss]
7) Expanded Product
8) Selected a product type
9) Clicked Add to store
10) Entered a price (scrolled back up and entered a title)
11) Expanded the Publishing options fieldset and checked Published (the Webform content type default is for published to be unchecked)
11) Clicked Save
12) Clicked View (after saving a Webform it redirects to the Webform edit view)
13) I was able to add the Webform to my cart and check out

At which step are you having the problem?

Unfortunately, I can't help with this process any longer; I gave up on using eCommerce for the functionality I needed. Instead, our tech staff came up with a way to use attributes in Ubercart to build the needed forms.
