Hi,

The checkout process forces for state code on checkout page even when country is UK where no state codes are in existance alike USA.

I this issue was with ec_address not ec_checkout.
It seems to have been resolved on May 10th, 2010.
Marking as fixed.
Please reopen the issue if you're still experiencing it with the latest dev.
