'Shopping Cart' was not translated in e-Commerce 6.x-4.0-beta7
I have already changed my local 'ec_cart.theme.inc', see chanes below:

original code:

function theme_ec_cart_display_block_title($item_count, $text = 'Shopping Cart' ) {
return ($text, 'cart/view', array('title' => t('View your cart items.')), NULL, NULL, FALSE, TRUE);
}

changed to:

function theme_ec_cart_display_block_title($item_count, $text = 'Shopping cart' ) {
return l(t($text), 'cart/view', array('title' => t('View your cart items.')), NULL, NULL, FALSE, TRUE);
}

This has been removed now and replaced with a template and this block can be themed directly using the block.tpl.php and using a name like block-ec_cart.tpl.php to render the block as needed.
