cart accepts unexistant items ID

might look dumb, but say that you create a static link to a cart item ex: "?q=cart/add/ID", and later, the cart item gets deleted, if you click the static link, an emtpy item priced at 0.00$ and no name will be added to the cart even if the ID is not existant and it cannot be removed.
