Update events.drupal.org to highlight Community Events & DrupalCon

Problem/Motivation

When going to events.drupal.org the banner makes the page look like it's a DrupalCon Site. If a user scrolls down they find the choice to navigate to the DrupalCon or Community Events sites.

Steps to reproduce

Go to events.drupal.org and scroll down a little.

Proposed resolution

One of two possible solutions for this would be to pop a modal for the user to make a choice between DrupalCon or Community Events. The other option is to rework the header so that it gives equal wait to both DrupalCon & Community Events.
