GitLab’s “reporter” role for project access has a few permissions related to issues, https://docs.gitlab.com/ee/user/permissions.html. This maps well enough to Drupal.org’s “maintain issues.” “Edit project” allows editing a components for the project’s issues, so we can grant in that case as well.
