Problem/Motivation

Due to an unscheduled 8.2.1 release, there was some content wrangling with the front page and https://www.drupal.org/project/drupal/releases/8.2.0 and #2818507: Update home page to point to 8.2.1.

It should be relatively straightforward when viewing a release page, to query for newer releases on the same branch and show a link to the latest patch release if there's one available.

This has been deployed. Release pages now link to all releases in the same major version in the bottom-right of the page.
