Unlike in 0.4, when I go to admin/config/people/pants in master, I get:

Symfony\Component\DependencyInjection\Exception\ServiceNotFoundException: You have requested a non-existent service "plugin.manager.pants.pants_type". in Symfony\Component\DependencyInjection\Container->get() (line 317 of /Users/webchick/Sites/8.x/core/vendor/symfony/dependency-injection/Symfony/Component/DependencyInjection/Container.php).

I'm not seeing a pants.services.yml.
