I find it confusing, that tabs, where no content is assigned, are visible

I would suggest to hide these tabs, where no content is available.

Thanks for kicking off the discussion. Who is up for a little brainstorming?

One of the challenges is to ensure people know when content is missing so they can add something they may have seen. An example: I'm following setup instructions in the 'Contribute to Drupal Core' ladder; I see that the section on using Composer does not have video. I remember a presentation about it from a recent Drupal Camp. I click 'edit' and quickly add a short video segment from that presentation to the related steps.

Certainly in the near term, improving the text would be a good starting point, inviting people to add related media. Should there be something more to the solution over the long term?

thought that came up during a project call: should there be a badge, like the badge about being in sync with canonical sources, that indicates the number of invitations for pending improvements

But do we need the empty tabs for the "report/add" stuff feature?
if something is missing, they should "add it in the backend" I guess?
