Convert Starter to a monolith before 11.4 [#3587002]

Monolithic site templates break on component version mismatch between 11.3 and 11.4. We need to update drupal_cms_starter to be a monolith also.

Let's see if the tests pass! I have manually tested installing on 11.x-dev and it works as expected.
