See #928104: Implement DrupalStreamWrapperInterface. Should we have a DrupalReadOnlyStreamWrapperInterface or a core base class to not require contrib modules to implement 6 empty functions within their read-only stream wrapper classes?

I would love to see this but I feel it is too late in the cycle to justify it unless we can get it into a point-release. There could be a place for a contrib module that provides a simple class for other modules to extend in the meantime (no I'm not volunteering.)

Yes we should. #1308054: Add an abstract DrupalReadOnlyStreamWrapper that other stream wrappers can extend has more work on it.
